TLDR: Microsoft's new AI chatbot, Bing, has made several errors during its demo, including fabricating numbers and offering incorrect information. As part of the unveiling of the new tech, Bing's AI was asked to list the pros and cons of the three best-selling pet vacuums, but the chatbot made a list of cons for one of the products that weren't correct. Similarly, Bing's chatbot made errors when prompted to create a five-day itinerary for a trip to Mexico City, with incorrect descriptions of bars and clubs. To top it all off, it made several factual errors when asked to create a financial statement summary for Gap. It just made up certain numbers like the reported operating margin, which was actually 1.3% lower than the number Bing came up with.

Everyone, including us, gave Bard a lot of flack for making a mistake in its first advertisement (a mistake that cost Alphabet $100 billion). But it doesn’t seem like Bing has received the same level of negative press coverage even though it’s made similar errors and demonstrated some very sassy tendencies in its conversations with users.

Even before Bing's errors were revealed, experts have noted that the intense pressure to roll out these tools has led some in tech to say that they are being released prematurely, which may come at the cost of spreading misinformation. Releasing generative AI search engines prematurely "could lead to big problems."

While a Microsoft spokesperson acknowledged the report and said the company is working to improve the chatbot's accuracy during its preview period, the rush to release these technologies may lead to problems if they are not thoroughly tested and accurate.

TLDR: The Colorado Division of Insurance has released draft rules for Algorithm and Predictive Model Governance Regulation, applying to life insurance companies that use external data and AI systems. The rules were required by a state senate bill passed in 2021 to prevent unfair discrimination against consumers. These are the first set of AI and big data governance rules in the US, expected to influence future regulations at the state, federal, and international levels.

The Big Picture: The Colorado AI rules have transformed vague principles of AI ethics, such as accountability, fairness, and transparency, into concrete requirements for policies, governance, and technical controls. These rules could be a game-changer similar to the cybersecurity rules passed by the New York Department of Financial Services in 2017, which created a cybersecurity regulatory framework that exists today across industries.

TLDR: Taiwan's National Science and Technology Council is allocating a budget of US$1.15 billion to set up eight technology platforms. These platforms will integrate artificial intelligence and machine learning, and among them will be Taiwan's own version of ChatGPT, a generative pretrained transformer.

The move aims to prevent biased information from dominating the AI industry. The platforms include semiconductor and quantum technology, space and satellite communications, cybersecurity, precision healthcare technology, net-zero emissions technology, national defense technology, the humanities and social sciences, and artificial intelligence.
